In connection with the armination of the Far Eastern
Problem in the nerépapers and elsewhere a great point is
invariably made of the absolute necessity of Japan securing
an outlet fer expansion, of the uncompromising attitude
of Amerion and the British Dominions bordering on the
Pasific with regard to immigration, and of the resulting
contention put forward by Japan that she should be allowed
am outlet for expansion on the Anintie mainland.
I shall be obliged if you will eable a detailed account
of the facts and of your opinion thereon with particular reference to the point as to whether the contention referred
to shove is borne out by the degree of rapidity of the
incronne of the population of Japan and as to whether in your opinion Japanese would under any cireumatonoes be able to compete successfully with the Chinese from an economic,
point of view assuming that conditions are equal.
I shall repeat your answer to British Ambassador Washington who will communicate it to our delegates at th Conference. 21 soms likely that this phase of the Far Eastern question will have special stress laid on it at the
Conference.
